EEA. The boredom could kill you but it's clean.

Battery Park is pretty spotless. Good dog culture there. Objectively however, no studies I'm aware of.

I've walked around the entire UES. It's okay, but manicured lawns it's not.

glamma, unfortunately, I'd say Chinatown. Not necessarily Canal, but some of those quieter streets where they're loading and unloading trucks frequently. I've seen them dump some scary, indescribable material in the streets and gutters, and it ain't pretty.

chinatown and the eastern east village. penn station looks like the UES compared to there...

The 34th Street Partnership keeps the area around Penn Station relatively clean. It's not a pretty area, but it's a clean area, meaning very little trash, poo, grime, grafitti, etc. Chinatown is utterly filthy. And most of the East Village is pretty gross too in my opinion.

Riversider, I'm not familiar with this Manhattan neighborhood named "Flushing." Or are you referring to a plumbing issue in your apartment?

Times Square is the dirtiest hands down, especially when you are right in front of the bus terminal.
