Is it because the properties are foreclosures? I thought we reached the bottom last year.

It's interesting that the article mentions buyers at an unfair disadvatage becuase they needed a loan(paraphrase)

dc market , particularly in the center, experienced second coming two years ago, hence a mild boost to a downward market
