being a whistleblower in the MTA, NYPD or FDNY is a form of suicide not formally condemned by the catholic church.
...and if they work too much (even during weekends), people complain as well. How would you like it if your boss said she only need you to work from 11am to 3pm and only pay you for those hours. Some might say that's perfect, but most with a family and bills to pay won't go for that.

Under a little-known contract provision titled “Extreme Temperature Procedures,” unionized workers at branches of the New York Public Library can accrue compensatory time when the temperature inside dips below 68 degrees for a couple of hours. Sad, but you will encounter this kind of "thug" environment among all blue collar workers, both union AND non-union.

if 4 hours of work needed then should be able to have half the staff working 2x 4 hour shifts..not goofing off and getting paid for it.
Union workers are the laziest bums out there.
