Do the maintenance fees on properties for purchase pay for a super to take care of things the same way as when renting?
No.
The super is responsible for "building" issues such as keeping the common areas clean, keeping the boiler in good repair, maintaining the trash, etc.
Aside from the windows (for which which most co-ops take responsibility), you are entirely on your own for repairs. You may certainly call the super and ask to pay for his services, or ask if he can refer someone else.
In my building, you leave a work-request ticket with the doorman. Then the time-and-materials cost can be tracked and charged back to the shareholders (including the sponsor) with the next month's maintenance.
