Offer Price

Anybody have any thoughts as to whether new developments are negotiating prices and/or closing costs. I have some old price sheets from new developments I looked at a few years ago and when I compared those old listings to the sale prices listed on StreetEasy, it looked like some new developments were definately coming off list prices (but those were for sale a few years ago). I'm curious as to what the current market practice is. Also interested if anybody has been sucessful in getting the developer to pay all or a portion of the transfer taxes. I've had a few buildings hint to me that if I was ready to make an offer they might be able to do something (after first insisting that they never negotiate).
