If an apartment in the Sutton Area requires 2-3X the purchase price in net worth, should the price of the apartment be discounted because it will be harder to resell?

Discounted from what? It would depend on comps that took into account many factors. The most important comps, obviously, are other prior and current sales in the building. Those speak to what the market is for the unit in question.

If you are asking, as a general principle of economics, whether erecting a barrier to entry should negatively impact the value, then the answer in very general terms is yes.
