Some rationality in the rent regulation debate

Why not just institute income verification for rent stabilized and controlled apartments, just like in legitimate affordable housing programs. Tenants would then be charged their current rent or 30% of their income, whichever is higher. No one would be cruelly kicked out of their apartments, and abuses of the system would vanish overnight.
