How does one calculate rec room space per sq ft?

Discussion about
When buying a condo, they will tell you it is ___ sq ft including rec room space. Isn't rec room space worth less because it is below ground? Is there a basic rule of thumb or formula? I am looking in Brooklyn. Please help.
