Where to even start?

Discussion about
We are closing on a 1300 sq ft prewar apt and are on a short timeline of when we have to move in. We want to paint and add a built-in or two and have the floors refinished before we move in if possible. The walls looks to be in good shape, but the doors and doorways look really bad - coats and coats of paint on top of one another. Where should we start? Should we hire an interior designer? contractor? what? How do we find these people. Thanks
