Surrender Agreement

I am curious... is it customary for a tenant to sign a "Surrender Agreement" when the tenant moves out at the end of the lease? I know this is customary when a tenant breaks a lease and the terms of the lease "breakage" (including any punitive items) are spelled out. But in this case, the tenant is not moving out early, so it doesn't seem to make sense. I mean, when the lease is over, the lease is over, right?
