What am I missing about this building? 2 bedroom for under 300K with maint under 1000?

It's a conversion of a couple of tenement buildings, so that's what you should compare it to. Very small rooms. The 56-apartment co-op, which owns 90% of the condo, is carrying a $2,060,000 mortgage at 4.86%, coming due in 2013.
