Can board make "paid parking space" changes

A friend of mine lives in a building where there are 9 units. When people bought their units, they were allowed to pick their own parking space in the garage. Therefore, people PAID for their unit that came with a parking spot. The price included the parking space. Thus, there is a garage where there are 9 parking spaces. A friend of mine lives in a building where there are 9 units. When people bought their units, they were allowed to pick their own parking space in the garage. Therefore, people PAID for their unit that came with a parking spot. The price included the parking space. Thus, there is a garage where there are 9 parking spaces. The parking spaces were designed to fit 9 small to maybe midsize cars. Unfortunately, everyone is getting big to really big cars. Some get extra large cars because of their children. As a result, it is impossible to fit these 9 large cars. There is a feeling that if parking lines were redrawn then maybe 9 large/extra large cars can actually fit.....especially if trash cans, and other "junk" were removed/thrown out from the garage. Does anyone know who or what company can be paid to help "redesign" the garage/parking spaces so that the people stop fighting about who should park where and whose fault it is for getting a big car. After all everyone wants to be able to own a large car. People with more favorable spots don't want to change. People with worse spots want a change. Can the board make people change/move parking space? Also, any recommendations for garage space designers who may be able to improve the space allocation so that 9 VERY large cars can all fit? [less]
