Change is also afoot in the Two Bridges section, near the river. In March an entity created by Extell Development bought a lot on South Street previously occupied by a Pathmark, city records show. The site, along the water in an area packed with subsidized and public housing, is zoned to permit one or two towers with over 1.1 million square feet. There is no height limit. An Extell spokesman declined to provide details.
As Extell is behind luxury towers like One57 on West 57th Street, its arrival is jarring to many.
“People are really worried about it,” said Victor J. Papa, the president of the Two Bridges Neighborhood Council, a nonprofit group that has sponsored subsidized housing in the area. “What happens when a building like that comes into a low-income neighborhood like ours is that it works against the low-income tenants in the community because it attracts businesses that will appeal to the new luxury tenants.”
