Need an expert on C of O's

You need someone like 30yrs to comment. Or a RE lawyer.

Actually she needs an experienced architect or an expediter. I would recommend ADG on 36th street. They know how to make things work.

Most NYC architects don't know that much about the C of O or the minutiae of building code.

I have two suggestions I used both companies
www.citydrafters.com or nodenyc.com very good very experianced knew all about building codes and how to navigate DOB etc

Citydrafters is all codes and zoning and they quoted me a price after I emailed them they were able to get things done very fast

You are right, NY10023, most architects don't know much about zoning. The guys i recommended are experts. They work on changing C of O, combining units amongst other things. They will know all of the intricacies.
