cool chart. stupid question - can one sign a new lease on a rent regulated apartment today?

Rent stabilized, yes. Rent controlled, no.

Also, I think the rent-regulated category in that chart includes all NYCHA housing, and possibly things like HDFC and Mitchell-Lama coops -- anything that's not market rate.
