Not familiar with these areas. Which is the better neighborhood now? In 10 years?

none. in ten years? right now nyc and especially brooklyn is in bubble territory. as zillow reports today there is a great depression crash on real estate. There will be at least forty years before any increase in real prices-that is a couple of generations before people forget the imminent crash.

unfortunately for the areas you mentioned crime (especially the small petty one) will increase as real estate crashes

Also, low income families & poorly educated people who live especially in these neighborhood are the 1st to lose their job and the last people to find one. It explains what you already read in the paper, a rise in criminality in fringe areas and particularly these zip codes!
