"Foreclosure" actually has a few stages to it, and the very earliest stage (a letter from the lender) is not public information. If there is a lis pendens on file, meaning that legal action is in the works, that is public information.

Property Shark, RealtyTrac and I think some other places report on lis pendens. I happen to have a Property Shark account so that's the only one I am familiar with, but I think this info is available free somewhere.
