I'm no car expert, but offering an alternative to the traditional internal combustion engine makes it a bit more significant than that.
Rush is such an asshole, it's a pleasure to read someone pick him apart like that.
Why would anyone spend twice the price of Honda Civic for around 1/4 mpg improvement.
The break-even is absurd. Your tax dollars at work.
Again, not trying to argue the cost and tax specifics as much as point out that its signifigance is in the role it's playing in the major shift we're seeing in automotive technology.

Considering the tax payer required subsidy(no accident the Gov't is a shareholder in G.M)
that the nations power grid is over-taxed(North East black out 2003)
that the prevalent fuel for electricity generation in the United States is COAL(44.9% in 2009)
that the car costs twice what a Honda Civic goes for
that no consumer other than a hard core "environmentalist" would buy one.

Hell Motor Trend called the 2002 Ford Thunderbird car of the year too. in 2001 The P.T. Cruiser..
