Rent Stabilization to Permanently Exempt??

Hi - need some help. Not sure how to ask my question, but here goes.... As per the rental history ("Registration Apartment Information") from DHCR, the rent-stabilized apartment was recorded as changed to Permanently Exempt because of high rent vacancy (VAC/LEAS) but tenant actually renewed and did not vacate? (Legal Regulated Rent is over $2000). Does this make any sense?
Yes, if tenant then paid market rate; or if landlord gave tenants what amounts to a "preferential rent" (although that particular term is irrelevant in the case of a market-rate apartment).
bit confused renter2011: How did apt. qualify for vacancy destabilization if tenant did not vacate? Did it qualify via high income destabilization?
