According to a report by the Congressional Oversight Panel, 40 per cent of borrowers who receive a Hamp modification are expected to redefault over the next five years.

Can you post the article, it requires a subscription.

Loan modifications don't address other debt, job losses, other monthly expenses. How deep are the loan modifications anyway?

very deep.

except for the ones that are fairly shallow.
