Water Accumulation / Drain Blockage

We did a home inspection on a new condo (meaning new development as well), the inspector found water accumulation in the basement in the electric room- which I do not think was there when we first looked at the building. The inspector was unable to find the reason why it was leaking. The seller's realtor asked the builder and was told that the workers left a box over the drain and water they used froze up. I feel like his answer wasn't adequate when he explained that they have water everywhere. Does that mean someone spilled it? They should have noticed and removed the box from the drain then. When we were there that day, it was freezing - nothing in that room was frozen - all water. It seems like their answer isn't adequate to me. What do you guys thing?
I think that they did not run the pipes up to code. And, that's not good.
When I say they have water everywhere - I meant they had them in buckets. So he's alluding to that fact that it could have easy spilled. etc.
