What does that mean? Economically the ferry service is failure? If I were a ferry rider, I'd only worry about two things - 1) that it gets me where I'm going, safely and reliably, and 2) the fares were reasonable.

Ferry Service is a no brainer. If it becomes even 10% of what Hong Kong Ferry service is,it will be great for the city.
Biggest obstacle to becoming like Hong Kong is weather, Hong Kong is on par with being in FLorida weatherwise. But I imagine if gets popular enough, they'll bring out the ice breakers and construct proper terminal hubs.
