I went to this open house a week ago and the broker said "if you want it you better hurry because we have an accepted offer". Why is it still available? I really liked the unit, but this building is probably going to be cut out off 321 zoning soon so unless you can get your kids in school the next year or two, you will probably be left with Silas Dutcher which would probably make this unit worth about $100k less. The kitchen is nice, but the master bath is tiny and the rooms are long and narrow with smaller windows all facing 4th Avenue.

Until a contract is signed by both buyer and seller, other offers can be entertained and accepted. Simple acceptance of an offer does not mean very much as it binds neither party.

I think saying a school district can impact a price is quite correct. $100K sounds like an overestimate to me though. It doesn't sound like you like this apartment anyway--you don't buy a place that the only thing you like is the kitchen.
