another question, does the fact that a bldg is all elec have a negative effect on the price as compared to gas buildings>?

a bigger question is if you have to pay for your heat. if you do, then you'll have to factor that amount into the maintenance to see if it comparable to other buildings.

my friends keep their apartment cool during the day and cold during the night. their bill for 950 sq ft apartment with high ceilings comes to $250 during the winter. they pay for the heat and hot water, both electric.
