should the developer repaint railings or should I?

So the metal railing along my balcony is starting to rust and some of the paint is starting to peel/wear off. I pay CC's and so far there is no condo board because not all the units in the building have sold. The developer/sponsor is still the one who oversees the building. Do I have the right as a unit owner to tell him to dip into the CC funds to hire someone to repaint the railings or should I just repaint myself? On another note: With no condo board, what right do the unit owners have to request repairs in the building?? Do we have rights at all or is he calling all the shots?
