123rd is nice - was historically a bad block, but has cleaned up nicely. Interesting blog about a TH reno on the block: beatingupwind.com.

I agree with Pawn_Harvester, area is getting better. On the corner of ADC and 123rd is a store called "Little Africa". We bought some interesting Ashanti stools there and they have lots of fascinating items. If you meet the income guidelines $55,000 for an apt seems like a steal to me.
