roof decks..

Does anyone know about the rights of co-op residents who live underneath the building's roof deck? the board put really heavy furniture up there, which makes a racket whenever someone moves it for any reason. I have complained ad nauseum. Our house rules say that residents must cover 80% of their floors with rugs, and I put it to them that the same rule should apply to the roof deck, as a courtesy to the residents below...that they should put a rubber mat underneath the tables, chairs, etc. They are fighting me on this and I'm very disheartened - the season has only just begun.
