As opposed to another apartment looking over a similar street with the same traffic flow? I understand your concern but vehicle traffic is an issue wherever you may decide to live in Manhattan. It is other factors that you should look at when considering your health...how often you exercise, what you eat, do you smoke...

No. Living over a traffic clogged street is perfectly healthy. The black grit on the window sills is benign. You can even eat it.

Living in any urban environment is less healthy than living in a rural, cleaner environment. Living in a dirtier section of a city is less healthy than cleaner sections. Living on streets with 24-hours/day bumper-to-bumper traffic belching exhaust is less healthy than a street with less traffic.
