This building has been discussed at some length in the past. A simple search of the address in the "search discussions" box at right will turn up those discussions, including:

I don't know what the fate of Jefferson Mkt Library's clock tower is but if I remember correctly it use to chime on the hour. The facade is currently being renovated and I don't think the clock tower is working now but it is something to keep in mind if you're looking at units at 69--it might be irritating to some. Some of the units look directly at the clock tower, which could be good or bad depending on your preferences.
Thanks much!
In college i live across from a clock tower. Amazing how after a couple of weeks you honestly stop hearing it. I think that is the least of the concerns in this building.
The Jefferson Market Library has been under wraps for renovation for about two years (or something) and it has recently been unveiled. Looks exquisite and it does indeed ring on the hour. It's one of those bells that goes dong dong dong dong - one bell clang for each hour. Rings nine times at nine pm, that kind of thing.
I don't understand the hate here. Yes ugly building. But perfect location close to trains, village, everything. Views are great and exiting the building is a postcard village view. Lowish ceilings though and small spaces. I saw two renovated units recently and they are well thought out given the limitations.
The Jefferson library (one of the most beautiful buildings downtown) has been restored. The library has one of the best children's sections in the city. The clock tower works and the bell tower sounds only at waking hours. The common areas at 69 W 9th St have all been renovated, as well as lobby, hallways, stairwells and laundry room. The building is in excellent condition. Across the street is a public garden that is beautiful with wonderful music in the summer evenings. The ground floor at 69 W 9th St houses one of the best gourmet food stores in NYC as well as a fantastic health food store 2 doors down. The west Ninth Street Block Association is well established and maintains the Tree wells and does a wonderful holiday decoration up and down the entire block.
