Illegal Subleting

Some of our shareholders are suspected of illegal subletting and not actually living in their apartments. One says he/she lives there but has a roommate (we've gotten reports that the "roommate" pays him/her rent and that neighbors never see him around. What can we do as a board to discover, act against, and prevent illegal sublets? Can anyoen provide references to laws, regulations, or any other resouces that will help us with this issue? Any suggestions or examples on how your board or building has dealt with this issue?
