For 421a, the developer may not know whether the project's been approved by the time marketing starts, so anything anybody says is just a guess.

The geographic boundaries for 421a, which buildings qualify under which conditions, and for how much, have changed in the last few years.

There'll be a whole section of the offering plan about the possibilities and the implications either way.

i know that, but has the program been extended to new buildings with no foundation as of today??

A developer knows if 421a has preapproval prior to marketing a property especially today when there is no such thing as trying to sell an apartment years before it is even ready. As it is a specific zone, must meet specific requirements, etc, the offering plan always states that they meet requirements, however the risk is that it will not receive final approval. No project I have ever heard of has not received the approval though.
