I am looking for a licensed architect that is familiar with whether or not a dog door meets code in NYC.

Assuming this is not a joke post, if you are talking about a little opening in an already-existing interior door you do not need to be concerned about code requirements. That said, if you're thinking about a dog door in a door that leads into a public hallway, that would mess with the required fireproofing of the door.
