I would like to add lights to my apartment (adding conduits and tracks). Do I need permit?

I had some track lighting and ceiling fans installed a few months ago and was told my the licensed electrician that did the work that a permit was not needed. In case you need an electrician, I used Contractor's Electric (the owner's name is Lenny; ConElectric@aol.com). Lenny did great work, was on time and very neat.
