The U.S. capital has swapped top spots with Silicon Valley, according to recent Census Bureau figures, with the typical household in the Washington metro area earning $84,523 last year. The national median income for 2010 was $50,046. When a friend of mine finished Police academy, she had to chose between being a cop in NY and earn $35K or being a cop in DC and earn $90K/year. Guess where she went?

The o.p. has an odd subject header here. The story is basically about a huge shift in power and money between the private and public sector ans evidenced by Washington D.C. I agree the balance has shifted. We see this many ways, real estate prices, transportation patters, jobs around D.C. etc. I don't think this will end soon.

In 2009, the standard rate for a Police Officer was $76,500.
Wait, I spoke too soon. The $76,500 is for a fairly senior officer. Starting seems to be $41,375, with cadets, etc., even lower.
Rookie salaries were lowered in the NYC police contract a few years back to pay for much higher salaries at the end.... which means WAY more in pension costs.
The old teachers did the same screw job to young teachers with the UFT contract...
