How to get best deal on Time Warner Bundle

Need to sign up for new cable package and looking for any recs on the quickest / cheapest way to get through all the negotiating of bundle prices with shady authorized resellers... Anybody know any good resellers who actually have ability to cut discount deals, rebate you back fees, etc? Also, am I right that it is always better to be a "new customer" than an existing customer for promo rates?

Also thoughts on whether Roadrunner Turbo actually makes a difference in terms of streaming HD content (Netflix primarily). I know this is a bit off topic, but appreciate any help...

What's a reseller? Don't you just call up Time Warner and get your service directly from them?

Reseller as in a marketing agent, not as in a white label provider.

Type Time Warner Cable into google and you'll see multiple listings. Only 1 is direct from TWC based on Google rules and because Time Warner Cable uses 3rd parties to help them sign up customers. As does DirecTV, etc.

Gad - I had no idea that there was this additional layer of overwhelm to the cable bundle world.
Sometimes I miss regulation.

Call Time Warner Cable directly and sign up for a "starter package" either "triple play" or "double play" whatever your needs are. These are generally reasonably priced promotions and the service is excellent. After the initial package expires, consider downgrading your service to save money. Often, Time Warner Cable won't want you to downgrade so they offer continuing discounts.
