My read--- Banks under pressure. New Jersey is a judicial state so the foreclosures must go through the courts. Unfortunately a little problem with lost documents, foreclosure gate and robosigning meant that the trustees and banks couldn't lie about being the rightful party to foreclose. So they're going back and in as many cases as possible trying to get their ducks in order. States that are non-judicial can process the backlog faster since they are not done through the courts.
