Hot water: 25 mins. in the AM ? common in NYC?

Friend says they are on the 4th floor, and she's up at 5am. It takes the shower 25 mins to get warm. She walks the dog! How common is this, if you're the first one showering in your building? Don't these buildings have hot water tanks? How is this delay explained??

Is there a window in the shower like the one columbiacounty visited?

I live in a large bldg and never had a problem with this. However, in the past year I noticed that it was taking increasingly longer to get hot water in early morning and late night. Since boilers haven't changed, I assume that the setting has been adjusted to save money. However, 25 minutes seems unreasonable to me (and a huge waste of water) and your friend should contact the bldg management.
