Stalled construction pitfalls

Hi all. I'd like to hear everyone's thoughts on the potential dangers lurking in a building with stalled construction. Maybe the cinder block structure has been up for a year, exposed to the elements, before the developer found the money to finish the project. Or perhaps the building was complete, but sat empty for years/months as the developer waited for the market to pick up (thinking of places like Be@Schermerhorn here). Beyond the normal shoddy construction concerns we have with new development, what other concerns would you have about buying into one of these stalled buildings? Is there any reason to think that mechanicals would fail early due to be installed but not used/maintenanced?

You are right, buildings should definitely not be exposed to the outside.
