Run for the hills.
"last tenant died in unit in June 2010"
Did the tenant die because of the bedbugs?
No, but he had been a great host, and the bedbugs sat shiva for him
for a full eleven months.
I have visions of some unfortunate, infirm elderly person suffering in that unit full of bedbugs. The children never call. No one comes to visit.
Please stick to the questions guys.
I did!!!
Seriously though, even if I really, REALLY liked the apartment, I'd think twice about this (especially because of #7). Not only does it make for a situation that would constantly make me VERY anxious about living there (bedbugs are EXTREMELY difficult to get rid of), but it also exemplifies how this board might be shady. If they are so stubborn with this, they might also be (and very likely are) about other important things.
Bedbugs don't spread diseases to human beings. Learn to live with them.

Here's another UES case where the co-op had to go to court: https://iapps.courts.state.ny.us/fbem/DocumentDisplayServlet?documentId=USu0j5xfDXgnhhE6YJt2OQ==&system=prod
They finally settled it. Note the costs: https://iapps.courts.state.ny.us/fbem/DocumentDisplayServlet?documentId=llXHO80ZT6G/SHfqIIKMbQ==&system=prod
The unit, you could ensure was "free" of bedbugs. The building and apartments adjacent to the unit, um no.
I wouldn't do it.
sounds like a game of whack-a-mole you dont want to play
