For senior citizens who do not have a rent control place, are there still some rules about renewal rights and things like that so they don't get priced out?

I won't be needing an apartment lottery, thank you very much. The retirement is buttoned up. No worries.
It's bad enough that NYC rent control allows tenants to live virtually free at the expense of landlords. If you can't afford to stay in your apartment because you are old, unemployed, broke, whatever - do what everyone else in America does. Move. It's not up to someone else to pay your way.
It is up to someone else if the law says it is. Morality is for the immoral.
