No effect. Plenty of alternatives.

unless you live in Bay Ridge.... you're screwed.

The R train will still go to Bay Ridge, it's just the East River tunnel that is closing. Like kylewest said, plenty of ways to still make the crossing. Going up and down the stairs to connect at Atlantic will be a good thing!
