Any insight as to why this unit has gone into contract three times in a year, but not closed?

i went to see this apt. the broker told me that he sold the apt twice, and both times there were last minute triggering of contingencies--once the board rejected, the other time the buyer needed to leave the country. sounds like the board is on the tough side. the apt itself is unappealing as well--the living room is small and faces very close to a brick wall. however, the two bedrooms each have a separate bath and are bright and large. it's excellent for sharing with a roommate, but not for a family.
