I happen to like midtown.

Places with decent schools, close to transportation, but still a reasonable per sq ft price are most likely to appreciate. Midtown east in the high 50s will be my top pick. The second will be close to highline in early 30s even though it does not meet the aforementioned criteria. Other areas are close to park such as areas within a few blocks of cps.

Just pick a neighborhood you want to live in.

Don't worry about appreciation.

The market is currently strong, so there are no bargains. So these so-called neighborhoods for appreciation are probably priced already for what they are worth and then more likely to depreciate. Whereas the best neighorhoods are most likely to remain stable.
