i'd look for a 2 Bd in the high 80s, low 90s instead, because i don't like any of those areas for a baby or toddler. 60th is crazy and eastern harlem imho is gentrifying too slowly.

Agree with hb that you need to define your criteria and line up the pros and cons of the two locations (or any alternative location per notadmin's advice), but let me focus one criterion - schools - that you refer to in the op.

You have a young baby and are planning to stay at least 5-6 years, so that time includes at least kindergarten. My advice is to do your research on the zoned public elementary school (I think PS 267 for 60th & Third; not sure about 102nd St.) because it's either your main plan if you are doing public school or your fallback if doing private and you don't get what you want out of the private application process (that or you end up moving when you weren't planning to). Since you refer to schools in 60's-80's, maybe you are planning on private (since your zoned school is in one place, not spread across 20-odd blocks). Just know that the 'choice' between public and private is really the schools', not yours, so you might think of putting elementary school on your pros and cons list

I have friends who attend CPE I and CPE II in the 102nd St neighborhood and they and their children are very happy; however, I believe entry is via lottery. Look up at insideschools.org.

You are right Natoadmin, will look in 80's and 90's , i am not ready for 60 or 102, i have turned into a SAFE person , i did see something today on Park and 83rd ground level though.
