Window cleaning

Hello, I am renting in a co-op from a sponsor and the windows (outside) in the apt are extremely filthy. This isn't just light dirt, there are black mold webs on the outside of the windows given the extremely long tenure of the previous tenant. Who's legal responsibility is to clean them and can this be deducted from the rent if I have to pay? The co-op is telling me the sponsor is responsible, and the sponsor is refusing to get around to hire a cleaning service. I had assumed that the maintenance the sponsor pays to the co-op covers window cleaning?

You can call the coop's managing agent to find out whose responsibility it is to clean the windows. We own a coop apartment in Manhattan and it's our responsibility to clean the windows ourselves. The windows can be tilted so we can clean them ourselves.

I assume that it was not stated clearly in the contract whose job it is to clean the windows, sponsors or tenant and thus this dispute. Perhaps you can negotiate and meet each other in the middle? Best of luck.
