Wet over dry in a duplex

I know this is a question that specifically would need to be address by each individual building, but in general, are boards usually any more lenient in allowing "wet over dry" if you are annexing the apartment directly below, or on the second floor of an existing duplex? (So that the person you'd potentially be leaking on would be yourself?)

No. It has nothing to do with you. It has to do with setting a building-wide precedence.
