Town home gut renovation timeline and cost

Im looking seriously at TH's to purchase and guy renovated in the Village. Does anyone know how long it takes for plans to get approved by the Building Department and also Historic committee? Also, for a full floor guy (take out all floors and leave just exterior wall) and to rebuild, is $500 per foot a reliable number to use? Any feedback is appreciated. Thanks!
