Any cheaper option to architect plans?

Updating a prewar on very tight budget($20K). We want to put a doorway in a non-loadbearing wall and enlarge bathroom slightly (does involve moving fixtures). These exact changes have been done by most other apts in our line & our contractor has done most of these so he knows exactly what to do. Board requires DOB approval--architectural plans & fees ($7-10K). Is there any way to do this more cheaply? Would engineer-drawn plans be cheaper? Could we get a draftsmanto do plans & someone sign off?
