What's the word on this building -- straight-forward restoration? Preservation of façades with tower above? Res/comm/mixed?

Wish they would knock it down completely and build something more in step with the needs of the neighborhood--hundreds of affordable units. Not just affordable because of lottery, but modestly sized ones that will sell in the 3-700 range.
