What does one do when you find out that an apartment in a nice building that you are considering previously had bed bugs? The management promised they have taken care of the problem and the apartment has been thoroughly cleaned. Do bedbugs return?
I know your fear, believe me. But look up diatomaceous earth on the internet. It absolutely, positively, REALLY works. All you need is 2 tbs in a sprayer bottle of water. Spray it everywhere before moving in, obviously concentrating on the bedroom(s). They only live where people sleep -- they need your blood to survive, but can live without a blood fix for over a year.
I would not let a good apartment that you really like slip by just because someone prior had bed bugs. Read up on it.

Don't worry about bedbugs... they don't spread diseases to human beings.

Assuming you're still reading this thread, how long ago was there this bedbug problem? If a complaint was filed, you may be able find it on the DOB website. Were surrounding apartments infested? Did they file complaints? I think you need to judge this one for yourself. And yeah, bedbugs can be horrible.
Almost any large apartment building in NYC will have cases of bedbugs, roaches, mice, etc. It's a fact of life. The best you can do is to take measures to keep them out of your apartment.
Stay away. I had a friend who sublet her apartment for 2 years while she was out of the country. When she returned, she found she had bed bugs. It took her over a year to get rid of them. They were even in the outlets and baseboards. She had various exterminators in repeatedly. Everything had to go, wall-to-wall carpeting, mattresses, etc. The worst part about this is that they bite like mosquitos.
